Summary of Request

The California Department of Public Health (CDPH) funds Maternal, Child and Adolescent Health

(MCAH) program of the Mendocino County Department of Public Health (MCPH), to support pregnant,

breastfeeding, or postpartum women, their children, and spouses. These funds enable the MCAH program to provide services to help parents and young children. Specifically, qualifying MCAH mother participants are eligible to receive nutrition education, preventing pre-term births, increasing breastfeeding support, and referrals to medical providers, medical and mental health services providers, and community services and resources. MCAH provides these supportive services through Community Health Workers who do in-person home visits throughout Mendocino County.

On May 23 ,2025, MCPH submitted an Agreement Funding Application (AFA) to CDPH for MCAH funding.  The proposed Revenue Agreement No. 202523 was received from CDPH on July 21, 2025, designating MCAH funding in the amount of $ 309,088.46. Funding from this Agreement is to support essential MCAH program services across Mendocino County for a one-year term, effective July 1, 2025, through June 30, 2026.

We are seeking retroactive approval for the submission of the Agreement Funding Application (AFA) and the resulting Revenue Agreement No. 202523 with the California Department of Public Health (CDPH) for the Maternal, Child and Adolescent Health (MCAH) program due to an unintended administrative delay.

The original letter of approval for this funding was sent to a staff member who is no longer with Mendocino County. Unfortunately, this correspondence was not discovered by current staff for some time after the staff member’s departure. As a result, the new staff were unaware that Board of Supervisors (BOS) approval was required for this agreement. Once the oversight was identified, we moved quickly to bring this item forward for ratification.
