Summary of Request:
The CDPH CHVP receives and allocates State General Funds for local assistance funding for early childhood home visiting across the State. CHVP services are a primary intervention strategy for families from pregnancy through kindergarten entry, with a focus on innovation practices to meet local needs. Mendocino County Public Health (PH) has been receiving CHVP funds since 2020 and utilizes them to provide innovative outreach and home visiting services to eligible participants through the Healthy Families Mendocino County Home Visiting Program, which has been implemented throughout Mendocino County since 2017.
On April 18, 2023, PH received a notice of award (NOFA) from CDPH announcing Fiscal Year (FY) 2025/26 CHVP Evidence-Based Home Visiting (EBHV) and Innovation (INNV) funding. Through this NOFA, Mendocino County was allocated $474,575 in EBHV funds and $135,000 in INNV funds.
On June 3, 2025 PH requested ratification of submission of agreement funding application to CDPH for CHVP State General Funds EBHV and INNV funding for State Fiscal Year 2025-2026 in the amount of $609,575 and authorization for the Health Services Director or Designee to accept the allocation and execute the AFA.
On October 24, 2025 PH received approval of the State Fiscal Year 2025-26 Agreement application for CHVP SGF EBHV 25-23 and CHVP SGF INNV 25-23 Agreements which totals $688,776.19 necessitating additional approvals from the Board of Supervisors. Since the proposed allocation was received after the effective date, the allocation is now retroactive.
