Summary of Request

Regional Government Services Authority (RGS) is a public agency located in Carmel Valley, California, providing consulting, administrative, and project management services for local governments. RGS was founded in 2001 as a Joint Powers Authority (JPA) and began serving the needs of cities, counties, special districts, joint powers authorities, and other governmental entities in 2002. RGS provides support and consulting services exclusively for public agencies, in order to help meet needs related to common challenges such as decreasing revenues, increasing demands and costs for services, and loss of experienced staff.

 

Due to a lack of internal resources and the urgent need for critical financial reporting to the Board of Supervisors and other State/Federal Agencies, on October 7, 2022, Mendocino County executed Agreement No. PA-23-39 with RGS at the Purchasing Agent (PA) level of approval, in the amount of $38,000 for fiscal systems review services through June 30, 2023. Mendocino County identified RGS as a sole/single source for these unique services due to experience with the structure, workflows, and regulatory requirements which apply to and impact the delivery of work within public agencies, and status as a JPA staffed by Advisors with extensive professional and executive experience inside California local government agencies. Through Agreement No. PA-23-39, RGS began evaluation of Mendocino County’s fiscal practices and processes, with an end goal to provide a final written report/assessment. On June 30, 2023, first Amendment No. PA-23-39-A1 was executed at the PA level of approval, extending the term through December 31, 2023, to allow RGS more time to review and generate a final report/assessment.

 

The proposed second Amendment to Agreement No. PA-23-39, adds RGS Staff Advisor services effective October 26, 2023, through which RGS employees will serve as Advisors to Mendocino County, performing services that are not already performed by Mendocino County staff, related to the transparent, compliant, responsive operation of the Auditor Controller Treasurer Tax Collector office. The proposed second Amendment also extends the term of the Agreement through June 30, 2024, and increases the total maximum amount to $158,000, in order to accomplish the additional advisory goals. Once the proposed second Amendment is executed, it will be effective for the full term of the Agreement, from

October 7, 2022 through June 30, 2024.
