Previous Board/Board Committee Actions:
On December 17, 2019, the Board approved a five-year Agreement for forensic pathology services with Bennet Omalu Pathology in the amount of $1,675,000. The Board authorized the Sheriff to increase the Agreement up to $100,000 and the first amendment was processed at the department level on February 11, 2022, in the amount of $100,000. On June 13, 2022, the Board approved a second amendment that increased the Agreement total amount by $700,000. On April 11, 2023, the Board approved a third amendment that increased the Agreement total by $195,000. On June 20, 2023, the Board approved a fourth amendment that increased the Agreement total by $800,000 to cover ongoing autopsy and forensic pathology costs.
Summary of Request:
On August 19, 2019, the Sheriff’s Office released RFP SO-2019-002 which sought proposals for forensic pathology services. The RFP committee awarded Bennet Omalu Pathology the Agreement on September 30, 2019. The Agreement term is for five years, through December 1, 2024, and locks in competitive rates for the County. Forensic pathology services are difficult to budget for as the costs are directly linked to the undetermined number of coroner cases and the types of services needed in order to determine causes of death. The Sheriff’s Office is requesting this fifth amendment to the Agreement to increase available funds by an additional $100,000 through the Agreement’s expiration date of December 1, 2024, to perform ongoing autopsy and forensic pathology services, bringing the total Agreement amount to $3,570,000. Unfortunately, Mendocino County continues to have record numbers of coroner cases that require the increased need for additional forensic pathology services than originally anticipated, thus the need for additional funds.
