Approve and authorize the allocation of $10,000 from the General Fund to support the Mendocino Coast Hospitality Center’s Emergency Winter Shelter services for homeless living on the Mendocino coast; and approve and allocate up to $50,000 from the General Fund to support Emergency Winter Shelter for Inland Mendocino County; and authorize the HHSA Director or Chair to execute necessary contracts.

Previous Board/Board Committee Actions:
On April 18, 2016, the Mendocino County Board of Supervisors added $100,000 to the 2016-17 budget to support homelessness in the community. On May 17, 2016, the Mendocino County Board of Supervisors discussed the Tiny Houses in comparison to the Emergency Winter Shelter and evaluating options for long term sustainability of shelters. On October 4, 2016 the Mendocino County Board of Supervisor heard a presentation for the “Winter Shelter Update”.
Summary of Request:
As discussed at the October 4, 2016 Board meeting, Health and Human Services Agency (HHSA) staff reviewed the number of local homeless individuals and families in Mendocino County soon facing the coldest time of the year.
HHSA asks that the Board approve and authorize the allocation of up to $60,000 from the General Fund to support both the Coastal and Inland Emergency Winter Shelter (EWS) for Inland Mendocino County. Funds would be used after all other available funds. Funds would be used for rent, permitting, materials, and overnight staffing from approximately November - March.
The County General funds requested in support of the Inland EWS would only be transferred to the Health and Human Services Agency if: a suitable location is identified and available to secure, and an appropriate agency, or other legal entity, accepted responsibility for the oversight and administration of the shelter.
