Previous Board/Board Committee Actions:

March 9, 2021, the Board of Supervisors, during the budget workshop, discussed obtaining input from the Community and County Departments regarding priority projects within the County that could be funded by the PG&E Disaster Settlement Funds;

 

August 17, 2021, Item 4(f), acceptance of prioritized spend for projects utilizing Pacific Gas and Electric disaster settlement funds; discussion and request for the Fire and Emergency Medical Services Ad Hoc to work with the Mendocino County Association of Fire Districts to return with a plan for a fair and balanced allocation of $1,000,000 to benefit fire services County-wide; 

 

December 14, 2021, Item 6(a), approval to invest one-time Pacific Gas and Electric disaster settlement funds in the amount of $1,000,000 to fund Mendocino County Association of Fire Districts, with $45,454.55 to each of the twenty-two districts;

 

May 17, 2022, Item 3(j), approval of Agreement with Westport Volunteer Fire Department, Inc. in the amount of $45,454.55 for the purchase of 4x4 water tender, BOS Agreement No. 22-104.                     

 

Summary of Request

On December 14, 2021, the Mendocino County Board of Supervisors (BOS) approved investing one-time Pacific Gas and Electric (PG&E) disaster settlement funds in the amount of $1,000,000 to fund Mendocino County Association of Fire Districts (MCAFD). Through this approval, each of the twenty-two districts received $45,454.55 for various purchases and projects according to the BOS approved MCAFD PG&E Settlement Allocations. The original contract with Westport Volunteer Fire Department was to purchase a tactical 4x4 water tender/wildland mutual aid response vehicle.

 

Westport Volunteer Fire Department originally proposed to use the funds of $45,454.55 to purchase a 4x4 water tender, because it was a top priority need for fighting fire in the rural area and neighboring areas along the coast. However, the search for the water tender in this price range, along with other ideas to obtain the water tender came up unsuccessful. Westport Volunteer Fire Department requests a reallocation of these funds for the following items: two floating water pumps and two portable aluminum water tanks that would be carried on response vehicles and deployed to the scene of a wildfire; two thermal imaging cameras and accessories to detect temperature differentials, hot spots of smoldering material, and people who are in need of a rescue; two 5,000 gallon water storage tanks to be deployed in remote parts of the response area, and used for the engines responding to wildfires, as well as plumbing for the water tanks and fencing to protect the tanks from unauthorized intrusion; a satellite phone with one year’s worth of pre-paid minutes, for when radios and cell phones do not work in remote areas; and 1,000 feet of 1.5 inch diameter single jacket wildland fire hose.

 

Approval of this item will authorize reallocation of the funds and designate authority to the Chief Executive Officer to amend the existing contract, BOS Agreement No. 22-104 with Westport Volunteer Fire Department, to allow purchase of the equipment outlined above.

 

Award of PG&E funds to Westport Volunteer Fire Department for these supplies supports the Department’s provision of fire protection and response services in Mendocino County, enhancing the County’s resiliency and directly facilitating effective response to disaster.
