Adopt Resolution of the Mendocino County Board of Supervisors sitting as the Mendocino County Air Quality Management District Board of Directors ratifying the submittal of the Mendocino County Air Quality Management District’s application for Fiscal Year 2026/2027 Subvention funds from the California Air Resources Board and authorize the Air Pollution Control Officer to take all other steps necessary to receive said funds; and authorize Chair to sign same.

Previous Board/Board Committee Actions:

The Mendocino County Air Quality Management District Board annually authorizes the Mendocino County Air Quality Management District to apply for State Subvention Funds.  These Subvention Funds were included as a revenue in the District’s FY 2026/27 budget, which was previously approved by the Board                     

Summary of Request

The California Air Resources Board (CARB) provides Subvention Funds to local air quality management districts to support their air quality initiatives. Districts must apply to CARB by October of each year for Subvention Funds. 

 

The application consists of the Fiscal Year 2026/2027 Application for Subvention funds and Fiscal Year 2025/2026 Year-End Financial Reporting indicating the District’s appropriations exceeded the required match for that year’s subvention grant as required by state law. A copy of the application is attached, which includes the baseline Subvention funds in the amount of $34,400 and the Supplemental Subvention funds request for various Air Quality expenses, which will enhance the services provided by the District to improve air quality for Mendocino County.

 

The Air Pollution Control Officer requests the Board’s ratification of the District’s application for Subvention Funds and the delegation of authority to take all necessary steps to receive these funds.

 

Alternative Action/Motion:

Do not approve, provide alternate direction to District staff and return item to District staff for handling.
