Previous Board/Board Committee Actions:

On August 16, 2022, the Board of Supervisors approved the creation of Capital Improvement Project (CI041) and appropriated Community Development Block Grant (CDBG) Mitigation and Resilient Infrastructure Program (MIT-RIP) funding for the Sanel Mountain Microwave Site Hardening Project.

 

On December 18, 2024 the Board of Supervisors approved an amendment to the Agreement with HMR Architects for additional services and extension of the agreement term.                     

 

Summary of Request

The Sanel Mountain Microwave Site Hardening Project is intended to improve the resiliency, reliability, and long-term operation of the County's emergency communications infrastructure through facility hardening, backup power improvements, site security enhancements, and access road improvements. The project is funded through the Community Development Block Grant (CDBG) Mitigation and Resilient Infrastructure Program (MIT-RIP).

 

The project was publicly advertised for competitive bidding, and bids were opened on July 1, 2026. Five responsive bids were received; however, all bids substantially exceeded the available project budget.

 

Staff recommends rejecting all bids, and authorizing staff to pursue additional grant funding, and revising the project plans to improve constructability, simplify construction where practical, and reduce construction costs while maintaining the project's overall objectives and long-term resiliency and subsequently re-advertised the project for competitive bidding and returned to the Board with a recommendation for contract award.

 

Staff has confirmed with HDC that the County is eligible to apply for contingency funds within the MIT RIP program.
