By Resolution Number (No.) 07-218 (November 6, 2007) the Board of Supervisors (BOS) approved BOS Agreement Number (No.) 07-241/Department of Transportation (DOT) Agreement No. 070056, with the KOA Corporation (KOA), for completion of a feasibility study for the Brooktrails Second Access Project. By Resolution No. 09-101 (May 19, 2009), the BOS approved BOS Agreement No. 09-077/DOT Agreement No. 090112, Amendment No. 1 to Agreement No. 07-241/070056, with KOA. By Resolution No. 11-070 (May 17, 2011), the BOS authorized DOT to award BOS Agreement No. 11-045/DOT Agreement No. 100086 for the Brooktrails Second Access - Preliminary Engineering - Phase 1, which was awarded to Drake Haglan & Associates (DHA). By Resolution No. 11-161 (December 13, 2011), the BOS approved BOS Agreement No. 11-045A1/DOT Agreement No. 110113, Amendment No. 1 to Agreement No. 11-045/100086, with DHA. By Resolution No. 12-021 (February 13, 2012), the BOS accepted the revised Feasibility Study for the Brooktrails Second Access Project and approved BOS Agreement No. 11-045A2/DOT Agreement No. 120009, Amendment No. 2 to Agreement No. 11-045/100086, for work to be performed under the Brooktrails Second Access - Phase 2 - Project Approval and Environmental Documentation (PA&ED), with DHA. By Resolution No. 23-106 (June 6, 2023), the BOS authorized the Director of Transportation to apply for 2 separate Local Transportation Climate Adaptation Program (LTCAP) for the Redemeyer Road Extension and the Brooktrails Second Access projects, accept the grants if awarded, and sign any other necessary related documents
Summary of Request:
DOT Agreement No. 240005 provides for preliminary engineering and design work, including project approval and environmental documents (PA&ED), and plans, specifications, and estimate (PS&E), needed for the Brooktrails Second Access Project. The design will be for a new, approximately 2-mile, two-lane arterial local road with paved shoulders and a new local bridge structure over Upp Creek, connecting Sherwood Road at the intersection of Primrose Drive to North Main Street in Willits. Consor North America, Inc. has agreed to perform the required work to complete the PA&ED phase, as Allocation No. 1, for a not-to-exceed amount $5,617,000. The final cost and scope of the required work to complete the PS&E phase, as Allocation No. 2, will be finalized as a contract amendment once those funds are allocated. The costs for the PS&E phase are estimated to be between $2,600,000 and $3,200,000. Costs of the project are to be funded entirely through LTCAP, which awarded $12,000,000 for completion of PA&ED and PS&E. Future amendments for additional environmental and design work will be covered by the LTCAP. Due to funding requirements, it is prudent to begin work with the existing funds from Allocation No. 1, followed by Allocation No. 2, upon receiving allocation of the additional grant funding. DOT believes it would be expedient to request a contingency amount of $200,000 to facilitate timely completion of the PA&ED work.
