Previous Board/Board Committee Actions:
On October 18, 2022, the Board of Supervisors approved Resolution #22-206, authorizing filing of an application for a multi-level update of the local coastal program in the amount of $2,177,399 for Mendocino County and authorized the Chief Executive Officer to execute the grant agreement and submit all documents if awarded. Furthermore, on April 19, 2023, the County entered into grant Agreement No. LCP-22-06, with the California Coastal Commission in the amount of $2,177,399, through December 31, 2026 which specifically calls out details of the grant awarded and the subsequent contracts. Per the California Coastal Commission Grant Agreement No. LCP-22-06 for the update of the Local Coastal Program (LCP), Task 2 includes contracting with the following consultant(s) and/or firms: biologist or botanist, traffic engineer, hydrogeologist and civil engineer, visual resources consultant, and CEQA document consultant. Task 3 of the grant includes updated studies and data analysis for the following LCP topic areas: Water and Sewage Disposal Availability, Transportation Resources and Development Issues and Policies, Agriculture Resources and Development Issues and Policies, Coastal Access/Visitor Serving Facilities, Rare Plants/Sensitive Natural Communities, Visual Resources and Environmental Review (CEQA). The WRA, Inc., agreement, approved by the Board of Supervisors on June 4, 2024, in the amount of $200,000 with a termination date of June 30, 2025, addresses the agriculture resources and rare plants/sensitive natural resources issues and fulfills requirements of the grant by resulting in an updated coastal biological resources/habitats & natural resources report that will be referenced in the LCP Update. Most recently, on March 11, 2025 the BOS approved to extend the termination date from June 30, 2025 to December 31, 2025.
Summary of Request:
Approve the second amendment to BOS Agreement 24-081 to extend the termination date from December 31, 2025 to June 30, 2026.

Do not approve the amendment and provide staff with direction.
