Previous Board/Board Committee Actions:

On June 23, 2024, the Board of Supervisors adopted the Master Position Allocation Table for the FY 2024-2025 Budget, Resolution Number 24-098.                     

 

Summary of Request

The Human Resources Department is charged, as part of the overall maintenance of the classification and compensation plan, to evaluate current classifications, create new classifications (including appropriate salary levels), reclassify positions, examine requests for salary grade adjustments, analyze allocations, and make recommendations for additions, modifications, and corrections.

 

At the request of the Public Health Department, Human Resources conducted a study on an incumbent serving as a Program Specialist II within the Communicable Disease Unit to evaluate their duties and responsibilities.  Based on the findings of the study, Human Resources recommends the reclassification of the incumbent  from Program Specialist II to Communicable Disease Investigator.

 

At its December 18, 2024, meeting the Civil Service Commission approved the proposed new classification and the reclassification of the incumbent to align with the job function and evolving needs of the department in which she is responsible for.

 

The responsibilities of the incumbent overlap significantly with the standards of California Department of Public Health (CDPH) recommended classification of Communicable Disease Investigator. These tasks include but are not limited to investigating communicable diseases and sexually transmitted diseases, tracking disease outbreaks, and providing health education on disease prevention and control. Not only does the proposed classification adhere to the standards set by CDPH, but this classification is also commonly used across counties, ensuring consistency and clarity in the role’s expectation.

 

The saving shown below for this fiscal year is calculated at Step 5 during the pay period 03-25 (January 19, 2025) and includes the cost of benefits. The annual recuring savings shown is calculated at Step 5 including the cost of benefits.

 

The County has fulfilled its obligation with the affected bargaining unit in accordance with the Myers-Milias-Brown Act (MMBA).
