Previous Board/Board Committee Actions:
On December 7, 2021 the Board received and accepted results of a preliminary audit of County owned facilities by Willdan Energy Solutions and provided direction to staff to pursue options for energy efficiency retrofit and solar energy production.
Summary of Request:
The Board of Supervisors provided direction to pursue options for energy efficiency retrofit and solar energy production facility projects after receipt of a preliminary audit of County facilities presented in December of 2021.
After researching relevant statutes, limitations and procurement processes, staff determined to issue a request for proposals to satisfy State and County competitive bidding requirements.
County staff issued Request for Proposals (RFP) 067-23 on December 12, 2023, and received proposals on January 31, 2024. RFP 067-23 was issued to cover both the audit/project development phase and the energy savings construction phase for projects at the Willits Library, Low Gap Campus and the Yokayo Center. After review of the four proposals received, evaluation of the proposals and interviews with the most competitive proposers, the selection committee ultimately selected Ameresco.
Given that the RFP includes both design and construction components pursuant to Government Code Section 4217.10 et seq., formal award of the RFP is included as part of this agenda item. In addition, the Project Development Agreement presented here provides authorization for Ameresco to conduct energy audits, evaluate the condition and operation of energy consuming equipment and systems, along with the potential for energy producing and storage systems at the above-named County facilities. Upon identification of feasible energy savings measures under direction of County staff, Ameresco will propose and develop one or more energy savings projects including analysis of the projected savings over time and life cycle costs of the proposed systems and equipment to demonstrate the effective pay back of each project. The proposal(s) will include detailed project costs, all proposed funding and financing resources available for the project(s), and the energy savings findings necessary for the Board of Supervisors to enter into the Energy Savings Agreement(s) with Ameresco for the proposed project(s) under California Government Code 4217.10 et seq
No fees are owed to Ameresco under the Project Development Agreement. Should the County elect to proceed with an Energy Savings Agreement with Ameresco, any fees would be incorporated into that agreement. In the event the County chooses not to proceed with any Energy Savings Agreement, the County would have the option to purchase Ameresco’s work product under the terms of this agreement, at a cost of $0.12 per square foot of designed project area. Any decision to purchase such work product would be brought back to the Board of Supervisors.
