Summary of Request:
Anchor Health Management, Inc. (AHM), Medication Support Services, formerly Redwood Quality Management Company, provides specialty mental health medication support services to Mendocino County residents in Ukiah, Fort Bragg, and via telehealth. AHM has been providing specialty mental health medication support services for beneficiaries for several years. Specialty mental health services include medication support services, assessment, plan development, collateral, rehabilitation, and targeted case management. Specialty mental health services are provided to residents of Mendocino County who meet medical necessity and access criteria and have Medi-Cal or are indigent.
On June 21, 2022, the Mendocino County Board of Supervisors approved Agreement No. BOS-22-162 with AHM for medication management services as the Administrative Services Organization for mental health services in Mendocino County for Fiscal Year 2022-23. On August 16, 2022, the Behavioral Health and Recovery Services (BHRS) Director executed the first Amendment to Agreement No. BOS-22-162, to update AHM’s name. On November 28, 2022, the BHRS Director executed the second Amendment to Agreement No. BOS-22-162, to update rates for specialty mental health services.
The proposed third Amendment to Agreement No. BOS-22-162 adds details to further clarify, define, and categorize certain components of Full Service Partnership (FSP) expectations, separating different components of FSP funding from the Specialty Mental Health portion of the Agreement, and moving it into the Mental Health Services Act portion. Adjustments were also being made to the allocation of the non-Medi-Cal portion of the Specialty Mental Health portion, and the maximum amount allocated for medication services is being increased. Once the proposed third Amendment is executed, it will be effective for the full term of the Agreement, from July 1, 2022 through June 30, 2023.
