Summary of Request

The California Department of Public Health (CDPH) California Home Visiting Program (CHVP) receives and allocates $54.7 million annually in State General Funds for local assistance funding for early childhood home visiting across the State. CHVP services are a primary intervention strategy for families from pregnancy through kindergarten entry, with a focus on innovation practice to meet local needs. Mendocino County Public Health (PH) has been receiving CHVP funds since 2020, and utilizes them to provide innovative outreach and home visiting services to eligible participants through the Healthy Families Mendocino County Home Visiting Program, which has been implemented throughout Mendocino County since 2017.

On April 18, 2023, PH received a notice of award (NOFA) from CDPH announcing Fiscal Year (FY) 2025/26 CHVP Evidence-Based Home Visiting (EBHV) and Innovation (INNV) funding. Through this NOFA, Mendocino County is allocated $474,575 in EBHV funds and $135,000 in INNV funds.

The proposed CHVP EBHV and INNV allocations and AFA enable PH to expand participation in home visiting services beyond current caseload capacity, and support rebuilding and stabilization of staff and families through innovation projects that include enhanced training and technology.
