Summary of Request:
In 1996, Congress passed the Personal Responsibility and Work Opportunity Reconciliation Act (PRWORA), which established the Temporary Assistance for Needy Families (TANF) block grant to States. Section 412 of the Act gave federally recognized Tribes the authority to independently design, administer, and operate their own Tribal TANF programs. The California Tribal TANF Partnership (CTTP) is associated with 20 tribes and other organizations that operate tribal Temporary Assistance for Needy Families (TANF) programs for Native American people. CTTP was established on July 8, 2003 and remains operational under the governing body Robinson Rancheria of Pomo Indians as lead administrators. Their goal and purpose is to help families achieve self-sufficiency through educational training, career and employment opportunities, as well as various supported services and programs with temporary financial assistance. In the State of California, Assembly Bill (AB) 1542 (Chapter 270, Statutes of 1997) established California Work Opportunity and Responsibility to Kids (CalWORKs) program, as California’s TANF program. CalWORKs is a public assistance program that provides cash aid and services to eligible families that have a child(ren) in the home. The program serves all 58 counties in the state and is operated locally by county welfare departments. Families that apply and qualify for ongoing assistance receive money each month to help pay for housing, food, and other necessary expenses. The Tribes, the county, and the California Department of Social Services (CDSS) work in partnership to successfully establish and maintain Tribal TANF Programs that serve, strengthen, and preserve California’s Native American families. The purpose of this non-financial Memorandum of Understanding is to establish an agreement concerning responsibilities of MCDSS and CTTP in administering a Tribal TANF program for the CTTP recipients in Mendocino County. MCDSS and CTTP will exchange information as needed to determine eligibility for Tribal TANF, CalWORKs, CalFresh, Medi-Cal, fraud detection and prosecution, and child support enforcement. For qualified Native American Indian families residing in Mendocino County who choose to receive Tribal TANF, CTTP will provide tribal TANF Cash Aid, employment, and supportive services; MCDSS will provide CalFresh and Medi-Cal for eligible families.
