Previous Board/Board Committee Actions:
On March 28, 2023, the Mendocino County Air Quality Management District Board adopted Resolution 23-057, ratifying the submittal of the application to participate in Year 5 of the state FARMER grant program (Fiscal Year 2022-2023), authorizing the Air Pollution Control Officer to accept allocated State program funds in the amount of $580,600, and execute the grant agreement on behalf of the District.
On December 16, 2025, the Board adopted Resolution 25-205 approving a prioritized list of applications for FARMER Program funds and authorizing the Air Pollution Control Officer to execute funding agreements with each of the applicants and any amendments that do not increase the amount of the agreement.
Summary of Request:
FARMER Grant Agreements FMR #23-13 and FMR #23-14 were approved by the Board as part of the prioritized project list for FARMER Program Year 5. The total project cost for FMR #23-13 has increased from $79,833.88 to $81,891.38, and for FMR #23-14 from $91,832.20 to $102,816.16. As a result, the eligible grant amounts will increase from $63,867.10 to $65,513.10 for FMR #23-13 and from $73,465.76 to $80,796.56 for FMR #23-14. Since the original applications were submitted and equipment quotes were procured, costs have increased due to inflationary pressures, manufacturer pricing adjustments, and limited equipment availability, resulting in purchase prices that exceed the amounts reflected in the original agreements. Sufficient funds remain available within the Year 5 allocation to accommodate these increases, as reflected in Exhibit A.
Adoption of the proposed Resolution will authorize the Air Pollution Control Officer to execute amendments to FARMER Grant Agreements FMR #23-13 and FMR #23-14 to increase the agreement amounts consistent with updated vendor quotes and applicable FARMER Program guidelines. All other terms and conditions of the agreements will remain unchanged, and execution of the amended agreements will remain subject to District verification of eligibility and compliance with program requirements.
Alternative Action/Motion:
Do not adopt the Resolution and provide direction to staff regarding the proposed amendments to FARMER Grant Agreements FMR #23-13 and FMR #23-14.
