Approve Retroactive Agreement with Anker-Lucier Mortuary in the amount of $45,000 ($15,000 annually for FY 2026-27, FY 2027-28, and FY 2028-29), to provide for the handling and disposition of last remains of decedents of Mendocino County who have no relatives or other person legally empowered to authorize cremation and disposition, effective July 1, 2026 through June 30, 2029; authorize the Department of Social Services Director or designee to sign any future amendments to the Agreement that does not increase the maximum amount; and authorize Chair to sign the same.

Previous Board/Board Committee Actions:
Sheriff’s Office has a contract for FY 26/28 for $50,000, Agreement No. PA-27-02, with this vendor, making the aggregate total rise to the level of the Board of Supervisors for approval.
Summary of Request:
Mendocino County Department of Social Services (MCDSS) issued a Request for Proposal (RFP) No. 007-26) in February 2026 for the indigent cremation services. As a result of the competitive Procurement: Anker-Lucier Mortuary was selected to provide indigent cremation services for the Northern Region of Mendocino County.
A review of service utilization from July 2024 through June 2025 indicated that Mendocino County processed 32 county-funded cremations through the Mendocino County Public Authority. Analysis of utilization by region shows that the Inland Region, which includes the City of Ukiah, accounts for the highest volume of county-funded cremations; however, contract services are required county side to ensure timely and appropriate disposition of remains
Indigent cremation services are mandated pursuant to California Welfare and Institutions Code provisions governing the disposition of remains for decedents who have no legally authorized next of kin or whose families meet eligibility requirements. The proposed Agreement with Anker-Lucier Mortuary will ensure the continued provision of these required services for the Northern Region for the period of July 1, 2026, through June 30, 2029.
This is a retroactive agreement due to new process requirements for vendor agreements. Social Services was informed recently that the Sheriff’s Office already has a contract with the same vendor in place and therefore we are required to submit our agreement to the Board for approval.
