Approve agreement with National Training Consultants in the amount of $224,564 to provide facilitation of all court-mandated Family Empowerment Groups in Ukiah, Willits and Fort Bragg and facilitation of Willits Intake Support Group for Health and Human Services Agency, Family and Children’s Services, effective July 1, 2021 to June 30, 2022; authorize the Health and Human Services Agency Assistant Director/Social Services Director or designee to sign any future amendments to the agreement that do not increase the annual maximum amount; and authorize Chair to sign same.

Summary of Request:
National Training Consultants (NTC) provides facilitation of Family Empowerment Groups (FEG), a court-ordered group service required for parents who have cases in Mendocino County Juvenile Dependency Court. This renewal Agreement provides staffing for full facilitation of eight FEGs and one Intake Support Group for up to fifty weeks in Ukiah, Willits, and Fort Bragg. This Agreement covers costs associated with facilitation, travel, documentation, training, participation in Child and Family Team meetings, Case Conferences, and other reporting needs as required by Family and Children's Services social workers. Each group has an average of eight to ten participants. The amount of court reports and participation in client meetings varies from month to month based on need, but on average, NTC spends 20 to 25 hours per month preparing client reports for court, and participates in client meetings 20 to 30 hours per month.
