Summary of Request:
Rural Communities Housing Development Corporation (RCHDC) previously developed a property in Ukiah that includes permanent supportive housing. This property, known as Orr Creek Commons, is a 40-unit apartment complex located on the corner of Brush and Orr streets in Ukiah.
A portion of Phase II of the Orr Creek Commons Project was funded using No Place Like Home (NPLH) competitive grant funds for the purpose of acquiring, designing, constructing, rehabilitating, or preserving permanent supportive housing for persons who are chronically homeless, homeless, or at risk of chronic homelessness, and who are in need of mental health services. Of the 40 units, 19 are set aside for individuals with a severe mental illness who are experiencing or at risk of experiencing homelessness.
On June 25, 2020, Mendocino County Behavioral Health and Recovery Services and RCHDC entered into a Memorandum of Understanding (Agreement No. PA-20-150), for the development and operation of Orr Creek Commons, Phase II Project to provide permanent supportive rental housing under the NPLH program of the California Department of Housing and Community Development (HCD).
The Project converted to permanent financing around April 10, 2023, after which time the HCD performed a review of the original Agreement, and requested modifications to more clearly identify the Project, the service providers, and the Agreement term. The proposed Amendment to Agreement No. PA-20-150 addresses the requested modifications.
