Previous Board/Board Committee Actions:
On January 24, 2023 the Board of Supervisors adopted a resolution approving the application for a specified grant for the Bower Park Restoration and Improvement project. Subsequent actions approving plans and contracts to complete phase 1 of the restoration and improvement project. Approval of a Second Amendment to Agreement BOS 23-188 with Integra Landscape Architecture in part to assist in pursuing future grant opportunities.
Summary of Request:
Prior to 2023 Bower Park in Gualala was in poor condition and subjected visitors to several hazards including many dead and dying trees. With the support of our local state legislator(s) a specified grant from the California Department of Parks and Recreation was secured for the Restoration and Improvement of Bower Park. Due to the limited funding available in that grant and the extent of the hazardous trees and deterioration of the park’s infrastructure, numerous improvements and features could not be included in Phase 1 of the project that is currently nearing completion.
Beginning with the early public outreach for the initial grant, the Mendocino Coast Recreation and Parks District (MCRPD) has played a key role in galvanizing community support and synthesizing community input for that project. As it became clear that the funding limitations resulted in many popular features being eliminated from the project, MCRPD took the initiative to seek out grant opportunities to fund a second phase to complete additional valuable improvements. MCRPD staff brought this grant opportunity to the attention of County staff this summer and has engaged a grant writer and dedicated staff time to aggressively pursue this grant opportunity. As the property owner, the County is required to be the grant applicant and a resolution conforming to the attached draft must be included in the grant application. This item provides the Board of Supervisors with the opportunity to become familiar with the Grant and the submission requirements and provide your direction to complete and submit the grant application. Staff recommends approval for staff to move forward with the grant application and to prepare and bring forward the attached resolution for adoption on the consent calendar at the November 17th meeting.
Alternative Action/Motion:
Do not approve submitting the grant application.
