Summary of Request

The California Department of Social Services (CDSS), the Children’s Services Outcomes and Accountability Bureau and the Office of Child Abuse Prevention (OCAP) requires counties to submit a five-year System Improvement Plan (SIP), which is an operational agreement between CDSS, Mendocino County Department of Social Services (MCDSS) Family and Children’s Services, and Mendocino County Probation Department. It provides an outline for how the county will improve their system of care for children and families. The SIP is a commitment to specific measurable improvements identified and describes a coordinated service provision plan for how the county will utilize prevention, early intervention and treatment funds (CAPIT/CBCAP/PSSF) to strengthen and preserve families, and to help children find permanent families when they are unable to return to their families of origin.

 

The SIP was developed collaboratively by California - Child and Family Services Review (C-CFSR) team (representatives from CDSS, FCS, Mendocino County Probation Department) and community stakeholders. The County Self-Assessment (CSA) process provided an understanding of areas needing improvement and provided the rationale for the county’s decisions in the SIP.

 

The C-CFSR Instruction Manuals provides guidelines for the use of the OCAP funds and the requirement for the County’s Board of Supervisors (BOS) to designate a public agency to administer CAPIT and CBCAP funds as well as to designate a local welfare department to administer PSSF funds. The SIP outlines the programs funded through these OCAP funds based on needs identified in the CSA process. Timely annual reporting to CDSS for these funds are required to comply with state and federal reporting requirements.
