Previous Board/Board Committee Actions:
On February 9, 2021, the Board of Supervisors approved the submission of a grant application for State of California Board of State and Community Corrections (BSCC) Proposition 64 Cohort 2 Public Health and Safety Grant Program in an amount up to $1 million to re-establish Teen Peer Court Program as the Restorative Justice Youth Court for Mendocino County.
On March 1, 2022, the Board of Supervisors approved an agreement with Redwood Community Services, Inc. to provide facilitation of Restorative Justice Youth Court services for the period of March 1, 2022, through October 31, 2024, in accordance with the BSCC Proposition 64 Cohort 2 grant.
Summary of Request:
On May 13, 2021, the Board of State and Community Corrections approved our grant submission in the amount of $866,484.00 to establish the Restorative Justice Youth Court (RJYC). The RJYC is a program run by teens for teens. The objective of the RJYC is to interrupt the developing pattern of criminal behavior in referred juveniles by promoting self-esteem, motivation for self-improvement, forming a healthy attitude toward authority, and increasing education. Mendocino County Probation partnered with the Arbor-Drug Free Communities Coalition (a division of Redwood Community Services, Inc.) and utilized grant funds to establish the RJYC. Using youth-driven, restorative approaches the FJYC partners with high-risk youth and young adults to advocate for restorative practices in schools and law enforcement, providing trauma-informed alternatives to the juvenile justice system and school-based suspensions. Youth participate in peer-to-peer support and mentorship activities to increase protective factors and independent living-skills. To ensure equity to access across the community, program services are provided through a varied model of service, with both in-person and virtual activities.
With the Grant period ending effective October 31, 2024, the Juvenile Justice Coordinating Council and the Probation Department wish to extend this program through Fiscal Year 2024-25 to continue building on the success of this comprehensive restorative juvenile justice diversion program and serving the youth of Mendocino County. This program will be funded with Juvenile Justice Crime Prevention Act (JJCPA) funds.
