Summary of Request:
As a direct result of the implementation of the Affordable Care Act, Mendocino County has experienced a Medi-Cal caseload increase of 195% from January 2014 to present. Additionally, 47.5% of eligibility positions within Employment and Family Assistance Services of the Health and Human Services Agency are vacant. This has resulted in a reduced capacity for processing of Medi-Cal requests for County residents. Efforts to increase the number of eligibility staff, the long-term solution for this problem, were supported by the recently-completed classification analysis recommending a salary increase for eligibility workers. On August 7, 2018, the Mendocino County Board of Supervisors adopted a resolution finalizing a change in classification for eligibility staff (from Eligibility Workers to Eligibility Specialists) along with a corresponding salary increase.
Pursuant to the proposed Agreement, Solutions West will continue to provide temporary staffing to assist with the Medi-Cal caseload while the Health and Human Services Agency recruits, hires, and trains Eligibility Specialists - current vacancies include 21 entry level positions, which require extensive training to be able to independently process and issue benefits. Since the start of its first contract in February 2018, Solutions West has reduced Mendocino County’s pending Medi-Cal backlog and processed several thousand cases and tasks.
