Approve retroactive first Amendment to BOS Agreement 22-271 (third Amendment to MOU No. PA-21-61, PH-20-021) with Public Health Institute, in the amount of $0, to provide AmeriCorps Volunteers in Service to America members to Behavioral Health and Recovery Services, Community Wellness Substance Use Disorder Program, to perform services to support the Opioid Safety Coalition Leadership, effective October 1, 2020, through a new end date of August 10, 2024 (original end date: August 12, 2023); authorize the Behavioral Health and Recovery Services Director or designee to sign any future amendments that do not increase the maximum amount to more than $50,000, or the term to more than five years; and authorize Chair to sign same.

Summary of Request

On October 1, 2020, Mendocino County Health and Human Services Agency, Public Health entered into Memorandum of Understanding (MOU) No. PA-21-61, PH-20-021, with the Public Health Institute (PHI) for the assignment of up to four AmeriCorps Volunteers in Service to America (VISTA) members to perform services to support coalition leadership, building the capacity needed to ensure that Coalition activities continue to curb the opioid epidemic.

 

On November 11, 2021 the MOU was amended at the Purchasing Agent level of authority, changing the term to August 30, 2020 through August 28, 2022. On November 8, 2022, the MOU was amended for a second time, at the Board of Supervisors level of authority, changing the term to October 1, 2020 through August 12, 2023. The proposed third Amendment to the MOU, extends the termination date further, through August 10, 2024. Once the proposed third Amendment is executed, it will be effective for the full term of the Agreement, from October 1, 2020 through August 10, 2024.

 

The original third Amendment to MOU No. PA-21-61, PH-20-021 was received for processing in early July, but inconsistencies were found that required revisions to the Amendment. The final revised Amendment was received from PHI on July 28, 2023, leaving just a short amount of time for processing before the August 12, 2023 termination date.
