Previous Board/Board Committee Actions:

On June 6, 2018 the Board received an informational update regarding the appointments to the new oversight board.  The County of Mendocino’s Redevelopment Agency was dissolved in 2012, and its affairs were concluded under an Oversight Board which was disbanded by the Board of Supervisors in June, 2014 via Resolution No. 14-089.

 

Summary of Request

On February 1, 2012 all redevelopment agencies throughout the state were dissolved and successor entities were established to oversee the wind down of the affairs of the former redevelopment agencies.  At that time, local oversight boards were established to oversee the operations of each successor entity.  Although Mendocino County’s oversight board was disbanded, there remains more than one oversight board within the county (Fort Bragg, Ukiah, and Willits).  For that reason, each local oversight board in Mendocino County shall be dissolved on and after July 1, 2018, and replaced by a single County Oversight Board. 

 

The Consolidated Oversight Board consists of seats as follows:  (1) member may be appointed by the Board of Supervisors, (1) member may be appointed by the City Selection Committee, (1) member may be appointed by the independent special district selection committee (LAFCO), (1) member appointed by the county superintendent of education, (1) member appointed by the Chancellor of the California Community Colleges, (1) member of the public appointed by the Board of Supervisors, (1) member appointed by the recognized employee organization representing the largest number of successor agency employees in the county. 

 

To date the following appointments have been made (with an appointment from the independent special districts in process):

 

                     Douglas Crane  -  City Selection Committee                     

                     Steve Turner  -  County Superintendent of Education

                     Eileen Cichocki  -  the Community Colleges

                     Guy Mills  -  the Recognized employee organization

 

One June 12, 2018, a vacancy notice for open seats on the Citywide Oversight Board was issued by Mendocino County.  Applicants were given a deadline of July 9, 2018.  An application from Penny Lauseng has been received for the member of the public seat.  Staff have reviewed Ms. Lauseng’s application and have found her to be a qualified and knowledgeable applicant.  Please reference her application attached for information.

 

The Board of Supervisor will now need to consider an appointment of one member of the Board to sit on the Countywide Oversight Board. 

 

Under the law, the Auditor-Controller of each county if responsible for either staffing the consolidated oversight board or selecting another entity to do so.  The County of Mendocino would like to name the City of Ukiah as the staff resource for the Countywide Oversight Board. 

 

The first meeting of the Countywide Board will not take place until January of 2019 in order to approve submittal of the 2019-20 Recognized Obligations Payment Schedule “ROPS”, which is due to the Department of Finance on February of 2019.  Each individual successor agency will be responsible for preparing their annual ROPS and submitting to their governing board for approval prior to submitting to the Countywide Oversight Board.

Continue the appointment to a subsequent meeting of the Board of Supervisors; or direct staff to conduct further research on the matter.
