Summary of Request:
The State Department of Housing and Community Development (HCD) issued a Notice of Funding Availability dated March 6, 2024 under the Permanent Local Housing Allocation Program (PLHA) Competitive Component. The County of Mendocino intends to submit an application to the PLHA program to administer an eligible activity: assistance to persons experiencing or at-risk of homelessness. If awarded, County of Mendocino will use funds allocated through the Competitive PLHA program to fund rental assistance, supportive services, and case management services at Project Homekey, Live Oak Apartments. The total amount requested will not exceed $1,000,000.
If successful, the Competitive PLHA allocation will be used to fund 2.0 FTE on-site Case Managers and a 0.5 FTE Case Manager Supervisor, along with providing rental assistance to households experiencing homelessness without other sources of subsidized support. On-site Case Managers work with residents to support their efforts to achieve self-sufficiency goals which help residents avoid a return to homelessness and prepare to secure more traditional housing options. Rental assistance will help defray facility costs and bridge any operational funding shortfalls.
