Approve retroactive Agreement with Chabot-Las Positas Community College District in the amount of $1,500,000 to provide trainings for foster care providers, group home staff, and County staff serving Mendocino County's Title IV-E federally eligible children for the term of July 1, 2020 through June 30, 2021; authorize the Health and Human Services Agency Director or designee to sign any future amendments to the Agreement that do not increase the annual maximum amount; and authorize Chair to sign same.

Summary of Request:
Chabot-Las Positas Community College District provides trainings to local child welfare providers through an Agreement with Health and Human Services Agency, Family and Children's Services (FCS). These trainings specifically benefit providers who serve Federal Title IV-E eligible children (who are in, or at significant risk of entering, the child welfare system) and their families. The State provides funding for the Agreement with matching amounts from Chabot and Title IV-E Federal child welfare training funds.
Trainings offered through the Agreement with Chabot are collaborative in nature. Chabot works directly with FCS and other local community-based organizations, such as FIRST 5 Mendocino, Mendocino County Youth Project, and Redwood Community Services, to offer trainings that support building comprehensive and consistent skills throughout the community. These skills support families and caregivers and increase the safety, permanency, and wellbeing of Mendocino County's foster children and youth.
Because of their collaborative nature, trainings are far-reaching and engage numerous participants countywide. Participation numbers from Fiscal Year 2018-19 serve as illustration of this point - in Fiscal Year 2018-19, Chabot provided a total of 1,873 hours of training and development for 2,251 participants from over 45 agencies. (Fiscal Year 2019-20 numbers are not yet available; however, Chabot will submit them in a year-end review, due September 2020.)
Chabot-Las Positas Community College District held a Board meeting on June 16, 2020; the proposed Agreement was discussed and approved during that meeting. This Agreement was returned to FCS after the June 23rd Board of Supervisors meeting, which necessitated a retroactive start date.
