Summary of Request

California Government Code section 25363 allows a Board of Supervisors to authorize any member of the board of supervisors to sell at private sale property belonging to the County, not required for public use, if in the unanimous judgment of the Board, the value of the property is less than five hundred dollars ($500). The County of Mendocino has ownership of nineteen (19) horses by virtue of the horses being seized by animal control, and the failure of the horses’ owner to take the necessary steps to retain ownership of the horses.  Eight (8) of the horses have melanoma or other health issues that will eventually require costly medical care, making their monetary value very low.  It is unlikely that these eight (8) horses would sell at auction. However, Animal Care Services believes a private sale will be an effective way to quickly transfer these horses away from the County’s ownership. Several rescue organization have already expressed interest in taking ownership of some of the horses.
