Summary of Request:
The Carl Moyer Program, administered by the California Air Resources Board (CARB), provides grant funding to help cover the incremental cost of replacing older diesel engines with new, on-road and off-road cleaner alternatives. The Program is funded through the state’s smog-check waiver fee and the tire impact fee.
Diesel engines account for approximately 40% of mobile-source NOx emissions, one of the primary contributors to ground-level ozone pollution. The Program also aims to reduce PM-10 and toxic compounds found in diesel exhaust. Since 2000, the District has distributed more than $4.4 million in Carl Moyer Program funding to public agencies and private companies for projects to reduce air pollution in Mendocino County.

Do not approve the District’s participation in the Carl Moyer Program.
