Previous Board/Board Committee Actions:
On February 7, 2024, the Mendocino Cannabis Department received award notification of a Type 2 grant application for the Cannabis Equity Grants Program for Local Jurisdictions.
On April 1, 2024, the County of Mendocino entered into the Cannabis Equity Grants Program of Local Jurisdictions Grant Agreement CEG-2024-385 with the Governor’s Office of Business and Economic Development in the amount of $1,803,929.86.
On May 22, 2024, the General Government Committee reviewed the draft Agreement with Canna Business Services, for up to $180,000 in Direct Technical Assistance Services from the Effective Date of the Agreement through October 31, 2025, and recommended a referral to the Board of Supervisors for approval.
Summary of Request:
Approval of the Agreement with Canna Business Services, for up to $180,000 in Direct Technical Assistance Services from the Effective Date of the Agreement through October 31, 2025.
Direct Technical Assistance refers to support to help cannabis equity applicants and licensees acquire the knowledge and/or skills necessary in order to gain entry to, and to successfully operate in, the regulated cannabis marketplace. Direct technical assistance includes one-on-one consulting and training, including direct interactions in group settings, to provide equity applicants and licensees the technical knowledge and expertise necessary to facilitate business ownership and employment in the cannabis industry. In addition to one-on-one small business support services, professional mentorship services, training and education regarding state cannabis licensing and regulatory requirements, manufacturing assistance, financial management, and business resilience such as emergency preparedness.
Mendocino Cannabis Department’s equity program currently recognizes 283 certified equity applicants. All certified equity applicants would be able to participate in Direct Technical Assistance. Furthermore, the Department now has an open eligibility application for any individual who has worked in or currently works in the cannabis industry, who has obtained, applied for, or will apply for a cannabis CCBL in Mendocino County, and owns at least 50% of the business and meets one or more of the Departments equity criteria.

Do not provide approval of the Agreement with Canna Business Services and provide alternative direction to staff.
