Previous Board/Board Committee Actions:

On March 20, 2017 the Board adopted a Resolution amending the Master Fee Schedule for Planning & Building Services and the Health and Human Services Agency, effective July 1, 2017. The Board of Supervisors adopted all staff recommendations except the Board decided to increase the Coastal Development Permit - Admin Minor fee by 50% of the difference between full cost recovery and the current fee amount. The Board’s action increased the fee from $690 to $1,707.                     

 

Summary of Request

The Board agreed to pursue full cost recovery on all planning related fees at the March 20th meeting, with the exception being a lower rate of increase for one specific fee, Coastal Development Permit - Admin. Minor. The fee at that time was $690 and with full cost recovery would have resulted in increasing the fee to $2,768. The Board decided to increase the fee by 50% of the difference of full cost recovery and the current fee. The final approved fee was $1,707.

 

Supervisor Hamburg has requested we apply the same formula to an additional fee that is commonly used on the coast and for which full cost recovery resulted in a significant increase. The fee is for the Mendocino Historical Review Board - Minor Amendment. This fee is commonly used for signage in the Town of Mendocino. The previous fee was $290 and the Board’s action on March 20th increased the fee to $1,036 effective July 1st. Utilizing the same formula as described above, would result in the fee decreasing to $663.

 

Adoption of the Resolution to reduce the Mendocino Historical Review Board - Minor Amendment fee would result in a projected difference in total revenue from $18,648 to $11,934 or a decrease of $6,714 annually.

 

The normal process for amending fees through a noticed public hearing is not necessary due to requested action of the fee being reduced. State laws and regulations and County policy do not require a public hearing process in this case. The change would be effective immediately upon approval by the Board and as such will take effect today, July 11, 2017, if approved.

 

Alternative Action/Motion:

Do not reduce fee, and return to staff with further direction.
