Summary of Request:
United Way of the Wine Country (UWWC) is a regional agency focused on creating community-based and community-led solutions that strengthen the cornerstones for a good quality of life: education, financial stability and health. UWWC provides United Way coverage for much of the North Coast, including for Sonoma, Mendocino, Lake, Humboldt, and Del Norte Counties. Sonoma County contracts with UWWC to provide 2-1-1 services for Sonoma and Humboldt counties. 2-1-1 is the health and human services hotline that maintains an updated database and answers calls and texts 24/7. Mendocino and UWWC/Sonoma originally worked together to contract for 2-1-1 services (~2012), but when UWWC changed its contractor in order to improve services (~2018), HHSA did not have the staffing to address the issue. Mendocino continued to contract with the Inland Empire United Way to provide 2-1-1 services in Mendocino County. UWWC recognized the difficulty smaller counties have in providing information and referral to its residents, and so invited Mendocino to leverage its resources and re-join the two 2-1-1 programs. Transferring provision of 2-1-1 services to United Way of the Wine Country will allow for more comprehensive, efficient, and less expensive service delivery.
In 2012, the County conducted a cost study to see if there was any way to provide 2-1-1 services with personnel within Mendocino County. The study determined that our county’s size and corresponding lack of scale would result in a cost of over twice that provided through coordinating services with Sonoma County.
Pursuant to the proposed Agreement, United Way of the Wine County will provide 2-1-1 services through June 30, 2022. The contract amount is calculated at $10,000 per quarter for five quarters (including $10,000 for the final quarter of Fiscal Year 2020-21) and $10,000 of start-up costs.
