Summary of Request

The County of Mendocino received Community Development Block Grant (CDBG) funds from the State to establish the Mendocino CDBG COVID-19 Business Assistance and Recovery Loan Fund Program. The program was created to offer low-interest loans to small and medium-sized businesses in the unincorporated areas of the county that were impacted by the COVID-19 Shelter in Place (SIP) order. The goal of the program was to aid businesses in recovering financially from the negative effects of the pandemic. The County allocated $763,278.05 in Program Income (PI) funds to provide flexible low-interest loans to small and medium-sized businesses with specific job creation and retention requirements.

The funds were distributed to three different businesses: Happy Rides ($105,000), Cold Creek Compost ($180,000), and Geiger’s Hopland Market ($180,000). Since receiving the funds, all three businesses have been monitored and have provided documentation showing that they fulfilled the job creation and retention requirements outlined in their loan terms.

CDBG funds have been used for the noted activities, a total of $552,763.40 in CDBG Program Income funds were disbursed and $210,514.65 in Program Income will be returned to the County’s PI fund. The grant agreement between the County and HCD will now be closed in order to comply with State program requirements.
