Recommended Action/Motion:
recommendation
Introduce and waive the first reading of an Ordinance of the Board of Supervisors of the County of Mendocino Amending Section 3.04.071 of the Mendocino County Code Increasing the Base Salary for Members of the Board of Supervisors.
End
Previous Board/Board Committee Actions:
On January 9, 2018, the Mendocino County Board of Supervisors approved an amendment to Section 3.04.071 of the Mendocino County Code as follows:
(1) Increasing Board of Supervisors’ base salary to eighty-five thousand five hundred dollars ($85,500).
(2) Providing the Board of Supervisors compensation for services shall be increased or decreased commensurate with the applicable terms and conditions in any future Department Head Association's Memorandum of Understanding.
Summary of Request:
In 2018, the Board of Supervisors established the base salary for its members at $85,500.
The Board of Supervisors received subsequent cost of living adjustments (COLA’s) in years 2019 through 2021, commensurate with the applicable terms and conditions in the Department Head Associations’ Memoranda of Understanding. The current base salary for the Board of Supervisors is $95,302.
The Board of Supervisors has not received a salary adjustment since 2021.
The Board of Supervisors has provided direction to bring all County employees to market based on total compensation over two years.
Consistent with that direction, Human Resources conducted a salary survey for the Board of Supervisors. Human Resources used Humboldt, Lake and Sonoma counties for the market comparators. These are the same comparators used for salary surveys to adjust the salaries of Department Heads as provided in the Department Head Association’s Memorandum of Understanding.
Based on the results of that salary survey, this item proposes to increase the annual base salary of the Mendocino County Board of Supervisors from base salary of $95,302 to $110,715, over two fiscal years. Specifically:
(1) Beginning with the first full pay period sixty (60) days after the adoption of this ordinance in 2024, each member of the Board of Supervisors shall receive as compensation for services the yearly base salary of one hundred three thousand eight dollars and fifty cents ($103,008.50), payable bi-weekly.
(2) Beginning with the first full pay period in July, 2025, each member of the Board of Supervisors shall receive as compensation for services the yearly base salary of one hundred ten thousand seven hundred and fifteen dollars ($110,715), payable biweekly
Alternative Action/Motion:
Do not approve and provide direction to staff.
