Adopt an ordinance amending Section 15.04.030 of the Mendocino County Code - Speed Zoning on County Roads, adding paragraph(s) 15.04.030 (B) (41), establishing a 25 miles per hour (MPH) speed limit on Little River Airport Road (CR 404), from milepost 5.00 to milepost 5.92 and deleting from paragraph(s) 15.04.030 (D) (31), from milepost 3.45 to the end of the road at its intersection with Comptche Ukiah Road (CR 223) and adding paragraph(s) 15.04.030 (E) (18 & 19), establishing a 40 miles per hour (MPH) speed limit on Little River Airport Road (CR 404), from milepost 1.85 to milepost 5.00 and on Albion Ridge Road (CR 402), from milepost 1.00 to milepost 4.00 intersection with Middle Ridge Road (Little River - Albion Area); and authorize the Chair to sign same.

Previous Board/Board Committee Actions:
During the Board of Supervisors meeting of September 24, 2024, Item 3c – direction was given to Department of Transportation (DOT) Staff to perform speed surveys for Albion Ridge Road and Little River Airport Road(s) at a time and manner most efficient for the department. By Resolution Number (No.) 25-082 (May 6, 2025) the Board accepted Traffic Study No. 25-01 recommending the establishment of above speed zones. On July 29, 2025, the Bord of Supervisors Introduced and Waived the first reading of the Ordinance.
Summary of Request:
In response to a request from California Highway Patrol (CHP) to make existing speed zones enforceable using their radar/lidar speed measurement system along Albion Ridge and Little River Airport County Roads (CR) 402 and 404. Engineering and Traffic Survey (E&TS) Number (No.) 25-01 for speed zoning, was undertaken on Albion Ridge Road, CR 402, at Mile Post (MP) 0.00, at HWY 1, to MP 4.00, intersection with Middle Ridge Road, and on Little River Airport Road, CR 404, MP 0.00, at HWY 1, to 5.95, intersection Comptche Ukiah Road. Therefore, based on the recommendations of the Traffic Studies referenced above, the Mendocino County Department of Transportation is recommending amendments to Mendocino County Code as specified above.
Alternative Action/Motion:
Not accept the findings and recommendations of Traffic Study No. 25-01 and not proceed with the establishment of a speed zone(s) on Albion Ridge & Little River Airport Roads.
