Previous Board/Board Committee Actions:
The Board approved Resolution No. 12-104 on July 24, 2012, authorizing the placement of Measure G on the November 6, 2012, ballot to extend collection of vehicle registration fees, known as the AVA Fee, of one-dollar ($1.00) for a period of ten (10) years requiring a two-thirds (2/3) vote, which was subsequently approved by the Mendocino County registered voters at an eighty percent (80%) approval in support of the measure. On January 10, 2023, the Board adopted Resolution No. 23-009, supporting the extension of the AVA Program until February 2033.
Summary of Request:
The passing of Measure G on November 6, 2012, allowed for the County of Mendocino to collect an AVA fee of one-dollar ($1.00) (two dollars ($2.00) for certain commercial vehicles) through the California Department of Motor Vehicles (DMV) in order to recover a significant portion of the costs of abating abandoned and wrecked vehicles within the County. As a result, the County’s AVA Fee collection has contributed $1,111,068.08 over the past ten (10) years and allowed for the abatement of one thousand two hundred thirty-five (1,235) abandoned vehicles. The AVA fee collection through DMV will sunset on April 30, 2024, resulting in the fee collection to cease with, no future funding support for the AVA program. This funding support is a crucial component to financially assist the County to remove abandoned and wrecked vehicles, which contribute to safety and nuisance complaints that may impact community quality of life throughout the County.
Planning and Building Services (PBS) requests this resolution be adopted to place a measure on the March 5, 2024 ballot to seek voter approval to extend the AVA Fees for an additional ten (10) year period in order to continue AVA program services. Voters would need to approve the ballot measure by a two-thirds (2/3) vote. See attached Resolutions in support of the extension of the AVA Fees by the County of Mendocino, City of Ukiah, City of Fort Bragg, and City of Willits.

Do not approve the resolution to place a measure on the March 5, 2024, ballot and provide direction to staff.
