Accept Revised Implementation Plan and Detailed Budgeting Costs for the California Energy Commission (CEC), Clean Transportation Program Rural Electric Vehicle (REV) Grant No. 21-604; approve revenue grant Agreement with CEC for the REV grant, in the amount of $824,982, effective upon full execution through May 3, 2027; authorize the Facilities and Fleet Division Manager to establish a Capital Improvement project to complete the installation of the grant-funded charging stations in Ukiah in the amount of $824,982 and to act as Project Manager to enter contracts and approve change orders for the projects, pursuant to Public Contract Code Section 20142; authorize the Chief Executive Officer or designee to sign future amendments that do not increase the maximum amount; and authorize Chair to sign same.

Summary of Request

On August 3, 2021, the Board of Supervisors (BOS) declared intent to reduce and eliminate the carbon footprint of buildings and operations of the County of Mendocino, with an initial investment of at least $2,000,000. On August 17, 2021, the BOS accepted the prioritized spend regarding projects for strategically investing one-time Pacific Gas and Electric (PG&E) disaster settlement funds and approved $2,000,000 to be set aside for projects to reduce the County of Mendocino’s carbon footprint. On March 1, 2022, the BOS authorized submittal of grant application to California Energy Commission (CEC), for up to $1,600,000, for the Clean Transportation Program Rural Electric Vehicle (REV) Charging Grant Funding Opportunity (GFO) 21-604, with a grant period completion date of no later than March 31, 2028, authorized up to 20%, or $320,000 grant matching funds to be allocated from PG&E disaster settlement funds, and directed staff to present an implementation plan and detailed budgeting of costs outlining utilization of grant funds, before accepting the grant award.

 

On June 24, 2022, the Mendocino County Prevention Recovery Resiliency and Mitigation (PRRM) division, in consultation with the General Services Agency, submitted a grant application to CEC, for up to $1,600,000 for REV GFO 21-604, in accordance with the BOS’ goal to reduce and eliminate the carbon footprint of buildings and operations within the County of Mendocino. The proposed presentation outlines the implementation plan and detailed budgeting of costs outlining utilization of CEC REV grant funds.

 

On November 22, 2022, the County received the proposed grant Agreement for review and signature in the amount of $655,702, with a County match of $169,280, for a grand total of $824,982. The Agreement allows for the County of Mendocino to install electric vehicle charging stations in existing public parking lots at two County-owned facilities: the County Administration Center and the Yokayo Social Services Complex in Ukiah, California. The charging stations will include 12 dual port, Level 2 EV charging stations (24 EV charging spaces) and be available for both public and County fleet vehicles. Attached to this item is a revised Schedule of Products & Due dates (project timeline) based on anticipated contract award and project commencement.  If authorized, the General Services Agency, Facilities and Fleet Division will establish the capital improvement project and take the lead as the Project Manager for this grant, entering into contracts and approving change orders as necessary, pursuant to Public Contract Code Section 20142.
