Approve request by Redwood Valley-Calpella Fire District (RVCFD) to reallocate one-time Pacific Gas and Electric Disaster Settlement Funds, in the amount of $100,000 for the purchase of an air compressor unit to provide protection to RVCFD firefighters while engaged in firefighting; and authorize the Chief Executive Officer or designee to sign the Agreement and any amendments that do not increase the maximum contracted amount.

Previous Board/Board Committee Actions:

March 9, 2021, the Board of Supervisors, during the budget workshop, discussed obtaining input from Community and County Departments regarding priority projects within the County that could be funded by the one-time PG&E Disaster Settlement Funds.                     

 

May 4, 2021, Item 5(d), the Board accepted a presentation by Redwood Valley-Calpella Fire District (RVCFD) outlining requested projects to be funded with a portion of the one-time PG&E Disaster Settlement Funds.

 

August 17, 2021, Item 4(f), the Board accepted a Prioritized Spend for projects utilizing the one-time PG&E Disaster Settlement Funds, including approval to award funds to RVCFD in the amount of $100,000 for a 2 bedroom modular.

 

August 16, 2022, Item 3(h), the Board approved reallocation of one-time PG&E Disaster Settlement Funds, moving the $100,000 originally for a 2 bedroom modular, towards purchase and installation of a metal parking structure to protect RVCFD’s reserve fleet.

 

December 6, 2022, Item 3f), the Board approved Agreement No, BOS-22-276 with RVCFD in the amount of $100,000 from one-time PG&E Disaster Settlement Funds, to purchase and install a metal parking structure for RVCFD’s reserve fleet fire protection and response vehicles.                     

 

Summary of Request

On August 17, 2021, the Mendocino County Board of Supervisors (BOS) approved a Prioritized Spend related to projects for strategically investing one-time Pacific Gas and Electric (PG&E) Disaster Settlement Funds, and authorized the Assistant Chief Executive Officer to prepare and bring forward the necessary contracts for distribution of funds to non-county agencies. The Prioritized Spend outlined Redwood Valley- Calpella Fire District’s (RVCFD) requests, which included $100,000 for a 2 bedroom modular.

 

After August 17, 2021, RVCFD determined some PG&E funding allocations would be better utilized for other purchases and projects and submitted a compilation of reallocation requests to the BOS. On August 16, 2022, the BOS approved the reallocation requests, including the request to move the $100,000 originally for a 2 bedroom modular, towards purchase and installation of a metal parking structure to protect RVCFD’s reserve fleet fire protection and response vehicles. On December 6, 2022 the BOS approved Agreement No. BOS-22-276 with RVCFD to purchase and install the metal parking structure.

 

Since BOS approval on December 6, 2022, RVCFD determined the $100,000 PG&E funds would be more appropriately utilized for purchase of a new air compressor unit. RVCFD’s current air compressor is out of service due to contaminants in the unit; therefore, a new air compressor unit is an immediate need for RVCFD. The air compressor is essential because it fills the self-contained breathing apparatus cylinders that firefighters use so they have clean air to breathe while engaged in firefighting. The total cost of $100,000 will include purchase of the air compressor unit, transportation, and installation, including start up by a certified technician.

 

Staff is seeking BOS approval of the proposed reallocation of funds to purchase an air compressor unit. This proposed change does not affect the total PG&E settlement funds allocated by the BOS to RVCFD.
