Approve Retroactive Agreement with Inovalon, Inc. in the amount of $262,714, to provide National Committee for Quality Assurance (NCQA) certified data analysis software to enable Behavioral Health and Recovery Services run Healthcare Effectiveness Data and Information Set (HEDIS) measures, effective September 1, 2025, through August 31, 2028; authorize Health Services Director or designee to execute any amendments that do not increase the maximum amount; and authorize Chair to sign same.

SUMMARY OF REQUEST:
Behavioral Health and Recovery Services (BHRS) is requesting approval of an agreement with Inovalon, Inc., a vendor that has received NCQA certification, to provide software that will enable the department to run and report on HEDIS measures. HEDIS measures are a nationally recognized set of performance indicators developed by NCQA to assess the quality, effectiveness, and accessibility of healthcare services. These measures include behavioral health-specific indicators such as access to care, follow-up after hospitalization, and medication management. The California Department of Health Care Services (DHCS) requires all county behavioral health plans to calculate and report their HEDIS measures as part of statewide quality monitoring and compliance.
