Approve Agreement with Evan Brooks Associates, in the amount of $100,000, to provide grant consulting and grant writing services for the new Grants Unit, effective upon full execution through June 30, 2023; authorize the Chief Executive Officer or designee to sign any amendment that does not increase the maximum amount; and authorize Chair to sign same.

SUMMARY OF REQUEST:
On October 6, 2022, the County of Mendocino released Request for Proposals (RFP) No. 065-22, Grant Consulting Services, with the intent to find a vendor with expertise in subjects such as engineering design, land use planning, communications infrastructure upgrades, greenhouse gas emissions reduction, and grant writing to provide specialized grant technical assistance. The RFP was successful with multiple respondents. The County evaluated each response and awarded an Agreement to Evan Brooks Associates. Evan Brooks Associates will provide program management, grant opportunities research, grant proposal development, and monthly grant activity reports. The proposed Agreement will be funded by the CalOES, PrepareCA Jumpstart program; the Board approved the County's application for the program on September 20, 2022.
