Authorize staff to investigate the feasibility of establishing a Hospital-Based Business Improvement District proposed at the request of Mendocino County Acute Care Hospitals and direct staff to return findings to the Board of Supervisors in 2024.

SUMMARY OF REQUEST:
The Mendocino County Hospital Improvement District (MCHID) is a business improvement district proposed under the Property and Business Improvement District Law of 1994 to increase reimbursement to hospitals attributable to providing care to indigent and low-income members of the Mendocino County community. This authority has been used successfully across the state to promote the economic stability of other types of businesses operating in disadvantaged communities. Many similar state and/or local hospital assessments have been successfully deployed widely across the country, including in California. The proposed MCHID includes all businesses licensed as general acute care hospitals by the California Department of Public Health located within the boundaries of the cities of Fort Bragg, Point Arena, Ukiah, and Willits and the unincorporated area of Mendocino County.
