Approve Agreement between ArcStratos, Inc, and Mendocino County Planning and Building Service (PBS) in the amount $1,046,733.80 with a term through December 31, 2028, for the implementation and maintenance of the Accela Civic Platform; authorize the Planning and Building Services Director or designee to sign any future amendments that do not increase the maximum compensation amount; and authorize Chair to sign same.

PREVIOUS BOARD/BOARD COMMITTEE ACTIONS:
On September 23, 2025, the Board of Supervisors approved the purchase of the Accela Civic Platform software in the amount of $1,103,936.65 with a term thru October 31, 2027. This purchase did not include the implementation of Accela.
SUMMARY OF REQUEST:
Starting in 2010, PBS initiated a transition from a primarily paper-based permitting system to a digital platform selecting TRAKiT, a permitting software developed by Central Square. In 2011, PBS increased utilization of the system to include payment receipting and financial reports. Full utilization of the software, however, was not achieved until 2014.
In 2021, in collaboration with the County's Information Technology Division (IT), PBS upgraded to TRAKiT 2020, the version still in use. During this update, Central Square informed IT that support and maintenance for TRAKiT 2020 would be discontinued by 2025.
