RECOMMENDED ACTION/MOTION:

Approve Retroactive Agreement with Deaf Counseling Advocacy and Referral in the amount of $30,000 to provide sign language interpretation services for the Department of Social Services, Family and Children's Services Division, in Fiscal Years 26/27, 27/28, and 28/29; authorize the Social Services Director or designee to sign future amendments to the Agreement that do not increase the annual maximum amount; and authorize Chair to sign same.

SUMMARY OF REQUEST:
Title VI of the Civil Rights Act of 1964 and the California Department of Social Services Division 21 regulations require Mendocino County Department of Social Services to provide language interpretation to all clients who receive services through Social Services. Deaf Counseling Advocacy and Referral DBA Communique Interpreting has been providing American Sign Language (ASL) services to Social Services clients as needed. ASL interpreters are used for in-person and virtual client meetings and in-person home/field visits. Deaf Counseling Advocacy and Referral, located in Santa Rosa, California, is geographically the nearest licensed provider of sign language interpretation, which makes it more affordable than providers located further away...
