Approve Agreement with O'Connell Research, Inc. in the amount of $105,000, to provide services to support the completion of the Justice and Mental Health Collaborative Program Stepping Up grant, effective upon full execution through March 31, 2024; authorize the Behavioral Health and Recovery Services Director or designee to sign any future amendments that do not increase the annual maximum amount; and authorize Chair to sign same.

SUMMARY OF REQUEST:
Kevin O'Connell (O'Connell Research, Inc.) is an analytics and research consultant specializing in social policy analytics, process improvement, and evaluation. O'Connell Research, Inc. is an expert on the intersection of behavioral health and criminal justice and is uniquely familiar with Mendocino County Behavioral Health and Recovery Service's (BHRS) Stepping Up grant, and has worked with the Stepping Up initiative for many years. Through the proposed Agreement, O'Connell Research, Inc. will utilize the Data Driven Recovery Project strategies it has developed to assist BHRS in completing BHRS grant projects.
