PREVIOUS BOARD/BOARD COMMITTEE ACTIONS:
The Board of Supervisors have adopted amnesty programs for property taxes and cannabis taxes in 2017 and 2023.

SUMMARY OF REQUEST:
Many people have penalty assessments from the Planning and Building Services department. An amnesty program for these penalties would bring people back into the tax paying system. Offering amnesty from building permit penalty fees for unassessed developed properties whose owners voluntarily respond to the letters the assessor recently sent out could benefit the County's revenue stream by increasing assessed values of properties and save a lot of staff time in tracking down these properties. The amnesty program should be limited to one year after the approval of waiver program. Board Policy #3 says that Planning and Building fees will not be waived but this is to waive penalties.

ALTERNATIVE ACTION/MOTION:
Do not adopt the amnesty program or provide alternative direction.
