SUMMARY OF REQUEST:
On April 19, 2021, the Office of Emergency Services released a Request for Proposal (RFP) number OES-019-21 to prepare the Mendocino County Emergency Operations Plan (EOP) and support services. Mendocino County's current Emergency Operations Plan (EOP) dated September 13, 2016, has endured five (5) federally declared disasters (2017 Redwood Fire, 2018 Mendocino Complex Fire, COVID-19 pandemic, 2020 Oak Fire, and the 2020 August Complex Fire). Additionally, the Operational Area has been struck by various unsupported disasters such as prolonged Pacific Gas & Electric (PG&E) Public Safety Power Shutoff (PSPS) events and winter storms since its adoption. According to the Federal Emergency Management Agency (FEMA) publication Developing and Maintaining Emergency Operations Plans Comprehensive Preparedness Guide (CPG) 101, emergency operations plans should be reviewed and revised every two years or following significant events.
