Approve Agreement with Cahto Tribe of the Laytonville Rancheria in the amount of $388,248 to provide child abuse prevention services as outlined in the Comprehensive Prevention Plan, effective upon execution through June 30, 2027; authorize the Social Services Director or designee to sign any future amendments to the Agreement that do not increase the maximum amount; and authorize Chair to sign same.

SUMMARY OF REQUEST:
The Federal Family First Prevention Services Act (FFPSA), enacted under Public Law 115-123 in 2018, allows states to access Title IV-E funds for eligible, evidence-based mental health and substance use prevention, treatment services, and in-home parenting programs. California established its Family First Prevention Services (FFPS) program in July 2021 under Welfare and Institution Code Sections 16585-16589. This program enables county and Tribal Title IV-E agencies to opt-in and implement Title IV-E prevention services, integrating federal FFPSA and State Block Grant (SBG) funding, available through June 30, 2028.
To participate, child welfare and probation departments must submit a three-year Comprehensive Prevention Plan (CPP), encompassing strategies to support families in providing safe, stable, and nurturing environments.
