PREVIOUS BOARD/BOARD COMMITTEE ACTIONS:
The Board of Supervisors (the "Board") appointed the ad hoc committee for one-way-in, one-way-out communities. The Board has approved the continuation of County Service Area 3 (CSA 3) and budgeted for its continuance. On January 24, 2023, the Board provided direction to Director Dashiell to return to LAFCO regarding the activation of CSA 3 powers, to proceed with the 50% election vote to levy a special assessment with a zone of benefit within CSA 3, and to move forward with acquiring revocable licenses.

SUMMARY OF REQUEST:
The initial plan for the pilot program to establish and maintain vital emergency evacuation, and access, routes to and from high-fire risk areas in the Brooktrails area (the "Pilot Program") was to activate and use CSA 3, which had gone inactive, and to establish a zone of benefit within CSA 3 (the "ZOB"). The ZOB would then be used to establish the area in which a special benefit assessment would be levied. The special benefit assessment would be levied on those properties within the ZOB that receive a special benefit from the establishment and maintenance of the emergency routes.
