PREVIOUS BOARD/BOARD COMMITTEE ACTIONS:
On February 14, 2017 the Board approved the disbursement of $25,000 in Mendocino County Fish and Game Propagation Funds for Round 1 of the 2016/2017 Project Cycle. On February 27, 2018 the Board approved the disbursement of $43,500 of Mendocino County Fish and Game Propagation Funds for Round 1 of the 2017/2018 Project Cycle.

SUMMARY OF REQUEST:
The California Department of Fish and Wildlife (CDFW) routinely audits Propagation Grant funds around the State in the form of Compliance Reviews. The County last participated in a Compliance Review in 2011 regarding the disbursement of funds in the form of grants for Fiscal years 2008/09 and 2009/10. In November of 2021, staff was contacted by the CDFW Audit Branch to provide records for fiscal year 2016/17 and 2017/18 Propagation grants. At that time, CDFW requested a potential findings document be forwarded by email to the County Auditor, which made several claims against the County for non-compliance of expenditures with Fish and Game Code 13103, see Attachment A (letter from CDFW dated December 3, 2021).
