RECOMMENDED ACTION/MOTION:

Adopt Resolution authorizing the Disaster Recovery Finance Director to submit a grant application in the amount of $150,000.00 to the California Department of Housing and Community Development (HCD) for the Local Early Action Planning Grants Program (LEAP) for the grant period October 1, 2020 through October 2023 to update the Mendocino County Zoning Ordinance (Title 20, Division I) and the Ukiah Valley Area Plan (UVAP) to rezone those parcels identified in the UVAP to facilitate implementation of the UVAP, specifically for those parcels resulting in zoning districts creating housing opportunities; and authorization for the Disaster Recovery Finance Director to receive, sign, and execute agreement with HCD upon grant award, and be designated to represent the County in carrying out the County's responsibility under the agreement; and authorize the Chair to sign same.

The Mendocino County Zoning Ordinance (Title 20, Division I) was last updated in 1982 with minor amendments occurring thereafter. The Mendocino County General Plan was adopted in August 2009, and the Ukiah Valley Area Plan (UVAP) was also adopted in August 2011.
